It's also the same country now that sent a former leader (Duterte) to the Hague to go on trial for crimes against humanity.

As a Canadian i'd prefer we focused on partnerships with countries' that actually have capabilities; but whatever, it's all good I guess.

Back in 2016, the Philippines were the testing grounds for the online strategies that helped elect Duterte. Those same strategies were applied to the US which helped elect Trump. One can argue that it's for the best interest of everyone if you guys help our country on our cyber defenses to prevent this from happening to your country.
