I drew conclusions from the headline so my intuition didn't fail me. I specifically focused on AI because America is bogged down with Iran and there is a possibility that China might take advantage of this at some stage by seizing Taiwan. A hub in the Philippines could to some extent compensate for the loss of Taiwan. I don't rule out that this is also mentioned in the article.
