If it's smuggled it is. If it's grown by a registered club it's permitted for consumption in private.

To?  I would have thought it would be the other way round Morocco needs to be controlling the Ceuta border, the Spanish obviously can't be trusted

The Spanish police discovered the tunnel so it goes to Morocco. It doesn't mean the smuggling goes in that direction.
