He hasn't, but his threats to do so caused Congress to pass a law in 2023 to prevent a president from unilaterally pulling out of NATO.

Leaving NATO would be a world-scale event that would fundamentally end western domination. If we had left NATO already, you'd have felt it in a way that would leave your soul bruised

Legally, he can't. It's Congress' purview. Yes, he's broken the law time and again, but there's going to be pressure from defense contractors, and the military in general. It seems to me like he's just lashing out. After a whirlwind first year where he controlled the entire government, and had other governments in a vise, things haven't been going as well for him since January. Big political defeats: Greenland and Europe standing up to him; Minnesota, leading to the first cabinet-level firing; Iran and gas prices; SCOTUS ruling against the tariffs; the lower courts ruling against most other EOs; the SAVE act not passing; the partial shutdown; his approval numbers going down below 40% in aggregate polling for the first time. The emperor has no clothes, more people are starting to say it out loud, and he's lashing out.

Go on then. Don’t let the door hit you on the way out. How quickly can you get all your hardware and personnel out of US bases in NATO countries? Quick as you can. Imagine the more favourable terms the rest of NATO will be able to secure when the US has a sane president again, and wants to come back.
