The changes were necessitated by the upcoming retirement of Judith Collins, as well as Dr Shane Reti's decision to stand down at the election.

Honestly seems that this is what the Nats are doing at this point. Let him lose in November and then they can have a proper reset.  However it doesn't really seem like they have much talent waiting in the wings (or in cabinet).
