The war had to get paid for, and the average russian is struggling. Rather than raise taxes this allows the oligarchs to show the russian people that they are volunteering to shoulder the burden of the war. Its pretty solid propaganda if you ask me. Just manipulating people into thinking they are getting generous gifts from the greedy people ruling them.

It isn't working as well as they would hope. You can spin any fairytale you want but at the end of the day a person goes for groceries and there is no covering this particular unpleasantness. Then this person goes for a walk and sees his favourite local cafe closing down, he goes to the shopping mall and sees 'rent' placeholders instead of shops, the list goes on. They can (and do) lie 24/7 but reality have this strange habit of not confirming to whatever bullshit is being broadcasted. The only reason Putin still sits on his chair is because the effects of the war aren't felt by the average Russian the soldiers fighting aren't conscripts relying instead on "volunteers" from impoverished regions.  The sanctions only meant that Western Brands were replaced by Chinese ones and oil remain sold through intermediary countries like India while the rubble remained stable through capital controls and interest rates as long life goes on for the common people they won't rebel.

The recent internet shutdown in Moscow and St. Petersburg really bore down on the formerly prosperous Russians. To the point that we have seen outbursts of criticism from some people who were known to be ultra-loyal.

So I want to clarify this by stating that I'm unequivocally not a fan of Putin by any means. But there's a difference between asking someone something and "asking" someone something. He didn't do the regular ask. He "asked" in a way that meant that he expects them to do it because they know that, at best, he can steal their money, imprison them and do it anyway, and at worst he could just flat out kill them and do it anyway and there's little they can do about it.

It’s not broke, it’s just the economic tricks and manipulations they have doing for 4 years are no longer sufficient to prevent a deterioration of the quality of life and negative consequences for small businesses. In addition, Ukraine has damaged or destroyed like 30% of its oil production and refining infrastructure. So, to avoid the risk of having angry people, Putin is shaking up the rich people he made rich in the first place. As soon as his popular rating plummets, he will become a target for some of the forces in his entourage, so he needs to balance things out to stay in power (and alive).
