The point is that he has nukes, look at the nukes, they're bigger than your nukes, ohh scary nukes.
The problem with making that point is that no one is going to use them, they aren't useful for winning wars as any strike will just result in devastating retaliation. Everyone would blow each other up, everyone knows this and no one wants this.
Political strength comes from strong geopolitical partnerships and stable economics and industry. Militaristic strength comes from being able to achieve strategic goals. Russia has dissolved any soft power it once had, it's now almost completely reliant on China, it's army are meat ground up by drones, it's navy a running joke and it's air power completely nullified.

Even nukes need proper maintenance, especially the ones relying on tritium. Given Russia's handling of everything else, those things become questionable in their effectiveness. Still a problem given the sheer number but not nearly as much as they were during the cold war.
