It is the majority of the population still shielding / rewriting history / part taking of denial and propaganda to whitewash it and refusing to acknowledge their past though. They are not necessarily pro war crimes directly, but they do actively refuse to even think it was possible they were guilty of it in the past. They think they will lose face or whatever if they acknowledge that the generation which has long died out made some worst possible things imaginable, which even for the most hard core nazi ss war criminals was too much. Only people who had some higher education outside of Japan learn the history by facts and not the Japanese version of it btw. You either learned it outside and/or both versions and/or started to learn/compare them by yourself or you are forever stuck in the bubble.
