For some reason, I'm not shocked. The phrase,"Speak softly and carry a big stick" is good diplomacy. This is the opposite of that.

Nobody could believe how little the stick was. Nobody's ever seen one that small. I had grown men coming up to me with tears in their eyes, and they said "Sir that is the smallest stick in the history of sticks." Believe me.

They were intercepting 94% of them in the beginning as well. That's dropped to about 75%
