Yes, that does apply to Ukraine as well.
However, Ukraine has the financial backing of the West and actual allies that are providing favorable deals, loans and other support without expecting much in return.
Russia doesnt have any of that. Russias allies consist of countries like Cuba, Belarus, North Korea or Iran. All of which are already struggling on their own, even if they wanted they couldnt support Russia the same way the West can support Ukraine.
The only competent and meaningful "allies" are China and India and those are not allies. Proven by the fact that this entire time both of them have been using Russias desperate situation to force Russia into unfavorable and barely profitable deals.

Russia is a really tragic place, it’s so fucked up, and the individual common people are just people like anyone else, but their government is so brutal and their political culture is so toxic and their media is such an Amazonian flood of bullshit and propaganda that it seems like nothing can change for the better. I feel bad for them. I would feel more bad for them if they weren’t invading Ukraine with (at least according to polls) popular support.

Multiple sources cite russias spending on defence is around 7.2-7.5%. Western intelligence suggests it might be closer to 10%.
That’s still an incredible amount however, up from 3.6% pre the war.

Its purely a way for Russia to get rid of prisoners taking up resources and get people back to throw back into the war effort.
They do large prisoner exchanges every couple of months, has nothing to do with hoping for a ceasefire.
