The UK's armed forces might not be as large as they could be but if someone were to hit the home islands I suspect that would change real quickly. At this point it's more news worthy when he isn't impotently threatening to glass a city... I get why they have him spouting off, but I really have to question the purpose. Everybody knows Medvedev's job at this point is to spew maximalist threats to try and generate uncertainty costs because that's what he always does; every time threats like these come out, it's from Medvedev's mouth. The Russian government is a system of corruption and true power comes from the ability to dole out big gov't procurement contracts, to give good jobs to your allies, to give permits and such that friends can profit from etc. Medvedev doesn't really have any of that now.
He was on the bench, hoping to be president again one day when Putin's done. When February 2022 rolled around he realized that his hopes of a comeback as president meant shedding his relatively-liberal image, so he immediately reinvented himself as a social-media attack dog against the West. Because, even if he's relatively powerless in Russia, he knows the ex-President title will get him attention for whatever he says in Western media.
