Jib is the triangular sail at the front of a ship. Its "cut" is the way its shaped and held. At distance sailors could identify the type of ship and nationality by this often before any other indicators. Its passed into common speech as not liking someones style or appearance when you first meet them.

I think this is a miscalculated diplomatic reaction from Russia that will only push Japan further towards rearming and trying to project more power, especially towards Russia. Unless it’s for the standard Russian goal of destabilization..

Russia is a major source for Japan's Natural gas and Oil...Japan was already punished by Russia previously for putting sanctions on Russia by having their investments in the Russian energy extraction sector be nationalized.
Depriving japan of its cheapest source for gas and oil.
Russia could in theory punish Japan in the same way it punished Finland and Germany by just stopping all exports.
