Because despite what CNN may tell you, Russia tries to not attack civilians deliberately, as it is bad PR. They try to hit infrastructure. But if Zelenskyy decides to strike the Victory Day parade, then Putin would have to respond massively, otherwise he looks very weak. Even if that means striking Kiev indiscriminately.

First, if Russia hadn't attacked in the first place, there would have been no need to evacuate them. Second, they should not have been put up for adoption. They could have been placed in care centres and active efforts made to contact their families and reunite them. This evacuation of children who were not theirs is a recognised war crime. That the upper echelons of Russian government have been gleefully boasting about adopting them is a blatant admission of a war crime. Please stop defending war crimes.

"The Russian Ministry of Foreign Affairs strongly urges the authorities of your country...to treat this statement with the utmost responsibility and ensure the timely evacuation from the city of Kyiv of the personnel of diplomatic and other representations in connection with the inevitability of a retaliatory strike on Kyiv by Russia's Armed Forces," Zakharova said.
Zakharova said Ukrainian President Volodymyr Zelenskiy had made "aggressive and threatening statements" about disrupting the commemorations during remarks he made on Monday at a meeting in Armenia of the European Political Community.
"Several EU countries were present," she said. "None of them reprimanded the ringleader of the Kyiv regime."
In his remarks in Armenia, Zelenskiy noted a Russian announcement that the commemorations were being scaled down and taking place without military hardware for security reasons.
Zelenskiy added: "It will be the first time in many, many years they cannot afford military equipment and they fear drones may buzz over Red Square. This is telling."

Russia is dreading Ukraine will rain drones on their military parade after they did not respect the ceasefire.
So now they're trying to get the european countries to put pressure on Kyiv to let the parade happen by saying they are going to bomb Kyiv so hard they cannot ensure they won't bomb foreign ambassies.
The reason why Russia is dreading drones on the parade is because Russia has been good at shielding Russians living in Moscow/St Petersburg from seeing the war on their doorsteps (Though it gets harder and harder).
Not being able to stop a drone attack on their V-day parade would show how little Russia is in control and destroy a narrative which is already weak (Russians don't really ignore the long list of military tied companies or energy companies which tend to self combust out of the blue).

I can't see Ukraine attacking a parade, they've been disciplined with their strikes on Russia and avoiding civilian targets.
The real concern is likely that Russia has been forced to redeploy air defenses to protect Moscow during the parade, potentially leaving critical military or infrastructure targets undefended. Ukraine would do well to take advantage of that, if that's the case.

I agree that it's not Ukraines MO to target civilians, but the military parade has troops marching, which can be a target and a bunch of high ranking commanders and Putin as a target as well.
While I agree it would make sense to try to gauge if another area had depleted defense and attack there, the parade would still be an interesting target with a military purpose.

The real gist is that Ukraine's long range capability is becoming a strategic factor in the war, rivaling Russia's own. The Ukrainians use it differently, for actual economic and strategic targets rather than kindergartens and it's obviously hurting Russia.
On top of that, the stalemate at the front where drones seem to render large scale offensives impossible and Russian losses are just mounting without results. The internet crackdown. The economy running on fumes.
All of the above are systemic issues now. Sure, Russia can fire more missiles and drones at civilians, but a) it doesn't work and b) Ukraine is unfortunately used to it. But as Ukraine's long range "sanctions" expand ordinary Russians will feel the war differently. The asymmetry will be gone.
So they've resorted to "RED SCARE CRAZY IVAN"-campaigns (again) to try to influence public and political opinion in Europe.
