Moscow already abandoned its allies in Armenia, Syria, Iran and Venezuela. They will probably abandon Cuba too, because that's what Russia does to its so-called "allies".

It’ll be interesting to see just how much long-term help the Russian’s actually provide.
Cuba historically relied on the USSR for oil (1960-1990’s). Then Venezuela after the USSR collapsed (2000-present). Cuba could never afford to actually purchase all this oil, so it was heavily subsidized, donated, or bartered.
Nations like Russia, Brazil, Mexico, China, etc, have sent limited shipments throughout the years (often as humanitarian aid), but they were never long-term suppliers, due to the massive cost concerns.

You raise a valid point about systemic human rights abuses. Canada, under both Tory and Grit majority governments, has maintained a policy of constructive engagement to improve such. The Americans and EU equally have a long history of similar diplomacy.
Right now though, the USA has become unstable and erratic, threatening neighbours, allies, and others.
Canada and Cuba have had a friendly relationship for decades, millions of Canadians have visited the country. Canada should continue to help the Cuban people, as they already have since these latest threats creating the current crisis.
