When Putler learned that Trump had stopped providing Patriot missiles, he began to fire ballistic missiles at civilians. The greatest killing of civilians began under Trump. Putler realized that he was allowed to do everything.

Probably but the ratio is not 50/50. I can't remember when was the last time I heard Ukraine killing a Russian civilian.
