It's amazing how badly the US has fucked this up. If they would have opened up trade to Mexico and Venezuela and not Russia it would have sent a clear message to the Cuban people and their government at least in what the US wants from them. Allowing the blockade to be broken by Russia just makes Cuba hate the US and love Russia more. It's ludicrously stupid.
