Based on video from her performance of that moment, it seemed to me at least, like she was just a bit confused by the chant, not realizing it was an Arabic chant and probably at first just heard what she thought sounded like weird noises someone in the crowd was making. Then decided to make some minor jokes about it. The moment was also fairly brief. I don't get the vibe that she was intentionally trying to hate on an Arabic chant or someones culture. Also like you mentioned, she already apologized fairly soon after.

Kanye being antisemetic, an open Trump supporter (even going as far as meeting Trump at the White House during his first term), writing and releasing a song called "Heil Hitler", among other things is not at all on same level as a brief moment where Sabrina was confused by a chant she probably didn't know about or recognize at first and chose to joke about in a minor fashion. Not to mention she apologized on social media fairly soon after, whereas Kanye made one apology years later, after many numerous acts that he should have apologized for after they each happened.
