I heard once (can't confirm if it's true) that the show's existence was the result of a studio compromise. Two different execs were pitching Scooby spinoffs in the late eighties, and one wanted it campy, self-aware and retro with musical numbers (a la Little Shop of Horrors), while another wanted Scooby Babies.
So... they did both.

There was 10-15 minutes of Mole Man stuff they cut out of the opening. Its why the scenes of Mole Man taking the building underground looked so high-quality compared to the rest of the montage.
Plus Paul himself said they cut most of his scenes out.
