Politics is the art of making the possible possible. Democrats have been wanting to reform ICE and the Border Patrol, especially after all the killings and murder ICE has committed, and refused to fund ICE until there is reform. They've been fine with funding all of DHS except for ICE, but won't give any money to ICE until there is reform. This is what the Democrats said they wanted and were fine with passing since before the shutdown, so on that front, this is a complete and utter capitulation from the Republicans. At the same time, this whole shutdown has been a bit of theater. Right now ICE is fully funded for 4 years from the BBB. This keeps ICE from getting any regular yearly budgets, but ICE can do whatever they want until 2029. The Border Patrol also isn't as funded as long as ICE, only until 2027 by the BBB. This really has been a bit of theater that accomplished little. The hope is that since Democrats have "won" this shutdown, they're more willing to actually try to win future shutdowns. We'll see what happens, but hopefully DHS will get paid soon and things will return to normal... until next shutdown.

Couple things. This still has to go to the house. ICE is still fully funded, from previous bills. So yeah. Basically ICE is fully funded, this also might allow other agencies to pay people. I am not sure what "the Democrats proposed before the 40 day shutdown", which they caused, did.

How did the Dems cause the shutdown when the Republicans are in power? If you are the party in power and yet still don't have enough votes to pass legislation, then it is your job to either 1) find the votes or 2) nuke the filibuster. The Republicans failed to do either until now despite being the party in power, therefore it's their shutdown.

As you said, ICE is "fully funded". Well, this bill would have given them even more money as a rider. DEMs only wanted the TSA to get paid because ICE already has more money than they should need. The DEMs got exactly what they wanted.

Elected representatives get to skip the TSA line usually, so the whole airport lines situation wasn't affecting them. That is, until Delta decided they didn't get to skip the line; reps were probably afraid that all the other airlines would follow suit as well

That is correct. Republicans wanted more funding for ICE, Democrats refused anymore funding until reforms to ICE happen. So while there's no reforms, they did get the no additional funding...which is what the last 11 I think it is now bills by the Dems proposed. Assuming it passes the House and Trump that is.

I understand each side is spinning here, but to me this feels like a democrat loss or at very least a sort of tie. They held out this long to try to get some Policy changes at ICE and ended up caving and reopening TSA without that? They lose their biggest negotiating chip… Everyone says this is what they asked for weeks ago…. That’s not entirely true. They asked for this PLUS policy changes. Am I missing something? Since the BBB already funds ICE is there some roles that are not funded if ICE doesn’t get a budget? I just picture some guy in the basement who is not being paid because he was excluded from BBB but is generally covered under the ICE normal allocations…

This is practically what the Dems have been pushing for weeks. It funds everything but ICE. ICE has funding from the prior bill like you mentioned but now they aren’t getting additional funding while the other parts of DHS which are critical will get paid
