They usually start off getting things done thanks to competent subordinates but as they consolidate power they inevitably start seeing that competence as a threat to their rule.
So inevitably they replace the competent people with less competent people who are easier to control.
Over time this erodes their ability to do just about everything.
So since you’re bad at everything now the only way to continue in power is to cheat.
Which inevitably ends up being transparent because the people around you are a bunch of incompetent yes-men.

Where are the refineries located vs. where was the bomb found along the pipeline? I actually don't know, but assume the bomb was found outside of Russian land.
They want to hamper Russia from gaining money, but not at the risk of the global publics eye.

It makes no sense for Ukraine to do it since they could have much more easily done the same thing in Ukraine without a complicated operation that could be discovered.
Comparing it to nordstream makes no sense as that could only be done outside of Ukraine and there was no easy alternative.
