Any world leader can nominate anyone for the peace prize, and they very often nominate their controversial friends for political reasons. The shortlist is usually 300-400 people or so, it is highly unlikely they will win the award, the committee in Norway is not completely stupid.

It's so much dumber than that. Any college professor or member of parliament can nominate anyone for the peace prize. It means nothing.
