“Democracy” does not equal “elections”. Russia and North Korea have elections. Democracy means that power and authority are spread to the people. And we do not have that when the elite are protected from accountability. We have to stop thinking that putting Republicans in the minority will be the ultimate fix. That is a bare minimum, and only stops the bleeding temporarily; we need to fix the system so fascism cannot happen again.

Maybe the sheriff is confused too, so they stole more ballots, they’d probably prefer a headline like “CA arrests sheriff probing for fraud.” Where if CA waits, either sheriff will admit there was no fraud, or they’ll essentially admit to tampering.

AG needs to file a case against the sheriff for election interference or obstruction of justice. Then impanel a grand jury to initiate an indictment. More likely the Grand Jury subpoena’s the sheriff and the records and then if he doesn’t show a judge can issue an arrest warrant. Bonta obviously knows all this and could’ve have this guy in bracelets last week. Why he doesn’t is probably more political than anything else.

You know how speech therapy helps people learn scripts for situations where they struggle to communicate? They practice the script till their confidence builds and they can find their own words. I won’t speak on behalf of the whole country, but as someone who has had the same thought: I don’t know how to arrest a person. I wouldn’t know the first thing about arresting a mild-mannered shoplifter let alone a police officer. And then there’s the issue that birds of a feather… if we arrest the sheriff where do we keep him? The jail? Where his buddies will let him out? It would be cool if like, they would stop following illegal orders but… well… birds of a feather work jobs together.

Cops are protected by a union. The AG can't fire them. The only person who'd have that direct authority would be the sheriff, and if you bypass him it'd be the mayor. Even if they did that though, the union would file a grievance and likely just stall until they force the mayor to back down through threats of using the police to ruin the mayor's next election. The cops are old hands at this. Anytime they are punished or threatened they do things to ensure that they can get political allies into power and just wipe everything out.

Marshalls are feds so good luck with that, Trump would have to order them to do it. The state police *could* but likely wouldn't because again, all cops see themselves as something like a frat or a club. To them any effort against a "fellow cop" is treason and they'll destroy your career or outright *kill you* if you don't toe that line. The police in this country are beyond broken. Even if they're not actively racist or corrupt, the system is built to radicalize them against us and teach them that an attack on one is an attack on all.

Most (probably all) states in the USA have a state investigative agency that is basically the state analogue of the FBI. In California it's the [California Bureau of Investigation (CBI)](https://en.wikipedia.org/wiki/California_Bureau_of_Investigation). These state bureaus of investigation are supposed to be the ones who "police the police" at the state level
