I agree with you, I would also prefer it if this money went to causes that help humanity, rather than hurt it. World peace is the end goal, but as a species we're either incapable or unwilling to agree on how we get there.

Arguably this money is being spent to help humanity, but yes these weapons cause of harm to humanity as well.

Anyone who is taught first aid knows that you can be only help someone when they are safe. So safety before everything. So securing the area is needed before you can aim for higher goals like diseases. You are spending money on weapons to prevent getting killed by keeping the assaulting forces at distance and preventing them from overrunning your country. This is defense. Once secure your goals are valid.
