It’s the age of the Empire.
The only good guys are Rebels, who apart from barely being a thing (and in fact nog being a thing at this point in the timeline), Maul has absolutely zero reason to fight them.
Whereas he has literally every reason to fight the Empire.
Sidious is responsible for his traumatic upbringing killed his brother and mom and threw him aside. And the Empire wants him dead as a force user not in their employ.
And the Jedi are all gone.
Basically the whole point of Maul’s character since his reintroduction is that he’s a mess of rage, anger and pain who thinks revenge will bring him salvation only for it to damn him further. Desperate for connection, power and a purpose but fundamentally incapable of overcoming his hate and need for revenge.
Thus I think a show about Maul vs the Empire is far more interesting than him fighting Jedi or good guys for the billionth time.

We literally know how his story ends. This is in the middle of it. He is absolutely not becoming a “good guy”. He’s a crime lord fighting other crime lords. That’s the entire premise

Palpatine, and his Galactic Empire are worse than Maul. Vader. It's not even close.
