It was sailing with false documents, why was only the captain arrested? I know that probably not every single deckhand had intimate knowledge and were probably poorly paid migrants, but still I would expect more than just 1 person to be detained in this case… surely the officers or cargo workers would’ve been complicit?

Captain takes sole responsibility and maybe his relatives back in Russia are taken care of.
