[TOMT] Early 2010s movie aired on Disney/XD (India) teen mystery creepy scene with dogs on rooftops and all clocks stopping at once

Hey guys, this has been bugging me for YEARS and I’m hoping someone here can help 😭 I watched this movie on Disney (or maybe Disney XD) around the time Harry Potter Deathly Hallows came out, so like 2010–2011 ish. I don’t remember the plot properly, but I do remember the vibe very clearly: • it was a teen/supernatural mystery type movie • set in a normal suburban neighborhood • there was a narrator (pretty sure about this) And there’s this one scene that has stayed in my head: All the dogs in the neighborhood are suddenly found sitting on the rooftops one morning… and all the clocks stop at the exact same moment. I’ve tried googling this so many times and found nothing, so either I’m mixing things up or this is super obscure. Does this ring a bell for anyone??
