The idea is to to protect these groups. If they find a college is not admitting any Jewish applications, theh can launch an investigation to find out if there's discrimination occurring

That’s the point. In a good faith application of such a system, the people stay anonymous. But in the current regime, they want it and they have placed people who will give it to them.

The idea is you have the name and the group to ensure it's one submission per person. Then the data is split from that form and compiled separately to anonymize the data. Ideally this is done by the office you submitted the form to. The flaw is that this means that at some point the names and groups are kept together in a list that isn't anonymized. A good retention policy (which includes scheduled deletion) makes this less risky.

In the end, there is a list of Jewish students at this school in the possession of the federal government. People need to ask if they can trust our government with that.

I believe it was originally meant to prevent a college from discriminating based on race.  It was a way of showing that the college had minorities enrolled. This wasn't the best way since it was easy to fake and was basically saying " I am not racist. I have black friends." But at the time there where a lot of colleges that prided themselves on having a " White College".  Being able to show proof that your college was welcoming to minorities, or unfortunately unwelcoming, was a way to draw in students and donors. Now it isn't necessary but it is still on the paperwork.

The judge ruled that the federal government has the authority to seek that data but it didn't give the schools a reasonable amount of time to organize and provide the data.

Not necessarily, because that data in itself isn't useful for determining discrimination. If you live in Whiteyville, Whitesford you might just have a predominantly white population and the demographics of your students reflect that. If you have a black person who claims they were denied access to WhiteyU, it would be up to a judge to decide whether the release of that information might be pertinent to the case or not. But the government that signed some dubious unenforceable policy can f*** off.

The GOP standing up to Trump is not the issue. They have no incentive to and at this point Trump is the GOP. The moderates are out of leadership. The issue is all the people who would vote for democrats if they bothered to vote and the Democrats failure to focus on a small set of policies that will deliver immediate wins for working people that they will see and feel in their bills and paychecks. We gotta save ourselves
