That's just completely wrong if you talking about the recent case. The Supreme Court ruled that the law Trump used to impose world wide tariffs doesn't allow tariffs by the letter of the law. Not that he had to reach an underlying thing then he can impose tariffs using said law but that under no circumstances can he use that law to impose tariffs.
Any other law has a max of 15%- 25%of general tariffs. For other types he has to target particular products covered under a law in the name of national security to do those tariffs.
There is no law that I know or that lets the president blanket tariffs countries in the name of national security.
