Sanctions do nothing for tariff revenue though. He sees line go up for his friend in the tariff recovery service industries. There are companies who navigate the tariff recovery process for a chunk of the tariffs recovered. Sometimes, they just even buy the debt for c****. The question for his decisions is not "What's the reasoning" but rather "Who bribed him".

The Supreme Court left the door open to a lot. Tarrifs on weapon supplying states during a war would likely be considered to be a legitimate use of emergency power. Legally, it's much more likely to survive challenges compared to tariffs on allied nations that run a trade deficit. If he actively goes through with it.

The President has the ability to impose tariffs if there is a national security issue. The previous tariffs were not demonstrably tied to national security concerns despite the administrations claims otherwise. In this particular case it will likely be easier to make that case even though it was the US that instigated this whole clown show.

That's just completely wrong if you talking about the recent case. The Supreme Court ruled that the law Trump used to impose world wide tariffs doesn't allow tariffs by the letter of the law. Not that he had to reach an underlying thing then he can impose tariffs using said law but that under no circumstances can he use that law to impose tariffs. Any other law has a max of 15%- 25%of general tariffs. For other types he has to target particular products covered under a law in the name of national security to do those tariffs. There is no law that I know or that lets the president blanket tariffs countries in the name of national security.
