Not a lot of substance here concerning a “new plan”. All it amounts to is Carr urging local broadcasters to not air some content from networks. But there doesn’t seem to be any incentive or motivation for them not too. He’s basically saying an NBC affiliate, for example, could refuse to air NBC national news. Okay, they could do that, but their ad revenue will suffer. And Carr actually hasn’t tried to revoke any broadcasting licenses, despite how much he whines about it, because he can’t without going through a process, spelled out in law, that would probably fail.
