First he made it clear that negotiating with the US is pointless cause next administration can back out in 4 years. Second he made sure Iran know they really need it, cause US and Isreal can attack you with no provocation. Don't get nukes or we will attack you, only works if you have not already attacked them. Third he forced Iran to test out their actual control over the straight, and showed it was an effective method to project power globally. Trump is so desperate to keep oil prices down, he unsanctioned some Iranian oil just to get it to the market. Fourth, he showed that US is no longer able to make an alliance for an invasion like Iraq. And fifth, by Tacoing like he always does, he showed the US has no actual appetite to mount a full scale ground war, to actually stop them from getting nuclear weapons. Knowing all of that, as a rational actor, why would you not try to get nukes. It is the only thing that makes you safer and they have shown they can't really stop you right now. The rational choice is the get nukes asap.
