The article title hooks by giving Trump too much credit. TL;DR Trump is dismantling the intelligence community. The only "shaping" that is taking place it the sort of thing that happens when you pour water over a sandcastle until it's reduced to an amorphous lump. It's been a central policy goal since his first term, brought on by Bannon's obsession with destroying the 'deep state,' aka disempowering counsel, regulators, and whistblowers to allow for unimpeded grift and plunder.
