There is no blockade. A blockade is using the navy to stop ships from going to Cuba, that isn't being done. What is currently in place is a threat to sanction any country that gives Cuba oil.
Russia doesn't care because they're already under maximum sanctions due to Ukraine. The only way to stop Russia from shipping would be to militarily intercept the ships, which would be a huge escalation.

Normally, Cuba needs to import 48000 barrels a day to add to local production so this tanker represents 15 days of capacity. At 40000 barrels per day, 18 days so another tanker needs to be in route already otherwise this whole issue starts over again.
Cuba needs to quickly pivot to solar, wind and tidal (if economically feasible) to reduce oil consumption.
