If Iran were riskier, they'd try and bait his threats and goad the US into resuming open war and try to get them to escalate to a ground invasion, because the US does not have the political will or support for it, and another sandbox quagmire would destroy Trump's presidency. But the Iranians aren't risky, for understandable reasons. The ones at the top, know that the US and Israel will try and are likely to assassinate them, and that their lives would be forfeit with such a gambit. Nor are they dumb enough to resume open war themseelves.
