I think it was just the president who refused, not the prime minister. Given the power dynamics of the Lebanese state I don't think the president refusing will actually impeed negotiations.

Any effort to disarm or displace Hezbollah would benefit from Lebanon being in agreement.
Frankly, I would expect there's been some behind the scenes coordination recently to try and minimize the risk of IDF strikes hitting the Lebanese Army or getting in unintended firefights.

These as re talks with Lebanon, not Hezbollah. Lebanon is the one that unfortunately doesn't matter in this situation. Lebanon wants the attacks on them to end, but Israel will not stop attacking Lebanon until a deal with Hezbollah is reached. Lebanon has little to no ability to stop Hezbollah

Pakistan tried to sneak in the non existent Lebanon ceasefire, after everything settled Iran silently agreed to continue not bombing Israel as Israel bombs Lebanon. It really seems like Pakistan did a quick us-Iran ceasefire only for Iranian / strait areas, and tried to add Lebanon via tweet
Now Trump is trying to make this non existent phone call trying to happen when the Lebanese president never agreed to it. Hoping he’ll feel bad after seeing a tweet (?!)

Maybe it is true. Just as likely Trump is once again doing his thing of being a manager or CEO who says “Yeah, these two people definitely will do this thing” without talking to either beforehand. Expecting the weight of who he is and his position will somehow compel them to act. Even if the two in question don’t work for him.
