The surprise was the hubris of Americans in thinking they had the perfect system for so long, despite all evidence to the contrary. The whole thing was still somewhat reasonable until the conservative majority in the supreme court ruled that Trump has absolute criminal immunity. As long as he does anything through official presidential channels (be it signing orders, commanding the military or negotiating treaties), he can break any law as much as he wants and noone can touch him. The only way to ever get rid of him is the senate, which of course was already hard before he was made legally untouchable. Now it is borderline impossible unless the supreme court one day decides that the senate can impeach at will and not just for reasons lined out in the constitution.
