I was not referring to what law says he can't do. I was referring to what he did anyway. If the body empowered to make and unmake laws refuses to stop unlawful behavior then the behavior is effectively legal.
Trump believes that he controls how money is spent, and Congress tacitly agrees. You and I can say what we please, but we have no power in this matter.

Partly, Dems still want/are demanding reforms to ICE, but this at least takes money away from ICE and pays TSA. Dems were willing to fund all of DHS except ICE CBP.

His plan all along was to get ice agents in the airports , it’s one of their stepping stones to use em to “guard” the ballot boxes.
Now that it’s in place , he can sign that EO, a month ago would not have worked as then what reason would he have to install ice at the airports ?
