Well for one he basically just announced to all of us that the SAVE Act is dead. There is a clause in the EO that is basically a 1-to-1 copy of the SAVE Act.
Two by doing this he potentially galvanizes an already locked-in Democratic base looking to take both the House AND Senate. Though you could argue Dems were already galvanized as is.
Three he pisses off EVEN more independents. He's already extremely unpopular with them and this will only make him more unpopular.

The order isn't actually attempting to get rid of mail in voting, it's to compromise it by tracking each envelope on the outside and matching the codes with an internal DHS/SSA "database" of "eligible citizens", which will basically allow the government to know, without opening a ballot, who is belongs to and how they presumably voted. The exterior of each envelope will *"bears a unique Intelligent Mail barcode, or successor USPS technology, that facilitates tracking"* the barcode will be matched to every citizens code in the DHS/SSA database of "eligible citizens". It is both likely that this database will leave off voters who they will not want votes from, but it is also likely that most people will receive ballots and your ballot will mysteriously disappear before being counted or otherwise become nullified if you don't typically vote R.

So what does this do?
It dovetails nicely with the the change in policy that the Postal Service no longer date stamp mail when it's received. So your ballot, that you mailed in time at the Post Office, is tossed out because "you didn't submit it in time".
How is the Postal Service going to comply with this? Well your ballot might arrive late, or more likely, not at all. This is to effectively kill mail in voting. Your ballot will have to go through hand processing and human verification that your name is on a "list". Your ballot might not even make it by the voting agency grace period for late delivered mail.
But wait - there's more! This dovetails nicely with the case in front of the Supreme Court that is likely to invalidate mail in ballots that don't arrive on (by?) election day. So there is no way that your ballot is arriving on time.
Trump has thrown his sabots into the mill and administratively killed mail in voting.
If there's anything Republicans hate - it's democracy.
