In other words, it's not Congress, it's the American people. It's Republican voters. Removing Trump would have to follow a number of US government maneuvers.  The cabinet has to agree he is unfit under the 25th amendment, or the Congress will need to pass a number of impeachment votes.  The cabinet won't because removing the president would likely mean they will be fired too.  The Congress won't because the Republicans are afraid of their own voters.  Hang on until the midterm elections and hopefully a moderate Democrat doesn't wreck an impeachment effort.

Midterms won't mean a successful impeachment either. The senate threshold is too high. The dems would have to win, like, 19 or 20 of the 22 R seats up for reelection, and most of them are just really solid republican ones. Because the republicans control both chambers by a slim majority, and have been refusing to wield their congressional powers to rein in Trumps policies. Most of what he has done has been done under the auspice of fake "emergencies", which Congress could declare invalid after thirty days. Every day the GOP chooses not to do that, and have literally redefined time to avoid even having to vote on it. These are powers the president is supposed to have in his pocket if the Russians came parachuting into California, or Mt. St. Helens erupts, and he's using them to enact economic stuff and culture war BS etc. Once democrats control even one chamber it's gridlock city, congressional hearings every day, and subpoenas for everybody. Which would be preferable to the runaway shit-train of the current situation

Trump is a truly terrible human being, but he's not solely responsible for this. He's a symptom of American society. He didn't just come from nowhere; Americans voted him into power. They knew what they'd get—they'd already had him once before—and they put him in charge again anyway. He's representative of the American people.
