It's not correct. For example, nearly all of the fuel consumed by the US Pacific Fleet is refined in South Korea. Those refineries depend on oil that's shipped through Hormuz. It isn't possible to replace more than a small percentage of that refining capacity in the short to medium term.

That is not true. The US does not predominantly consume the oil it produces. US refineries are designed to process heavy crude, cause they were built when the US relied more on imports. US wells produce light crude which demands different refining infrastructure.

Every tanker allowed through the strait relieves pressure on the whole market to some degree no matter where it’s destined, so ‘excluding’ a single country or two out of the total effectively does nothing to hurt them.
