Yeah even then I didn't think he was DUMB dumb; it was all relative to other presidents and some other prominent politicians. He was a poor public speaker and was prone to some less than cunning solutions and short-term thinking, but by pretty much all accounts he's not a dummy as a person, just maybe not the brightest among the other presidents. He's probably with guys like Truman and Reagan in that they aren't among the most well-read, thoughtful, or strategic presidents this country has had, but he also didn't quite possess the intuition those other two had for politics (and obviously didn't have the gift for oratory that Reagan especially had), which is why he completely fumbled his presidency after having the highest approval rating of any president before or since at one point. And compared to Trump, GWB is Einstein.
