It wasn't a nothing burger speech. The goal of the speech was to say that they would send the infantry in. It's just that they didn't want to use the words, because it would look bad. Instead, they said that they would finish the job.
Besides, there's a plan. The plan is to capture the stock of uranium. But the US isn't in command of the operation, Israel is.
