As far as I know, nobody actually paid the $1B permanent member fee. They're all just temporary members, which doesn't have that billion dollar payment requiement.
Also, it's hard to embezzle something that the charter documents state Donald Trump, in his personal person and not the office of the President, has complete and total control of; the actual 'board' was more just an advisory board that could issue non-binding recommendations, Trump himself actually has sole discretionary power. He doesn't even need to remove the money; if anyone paid that fee, it'd essentially be in his personal bank account given how the Board was set up. Can't really embezzle something from what's effectively your personal bank account.

The estimates for rebuilding Gaza are $53B, $74B, and $120B. That's a ton of money and nobody gets any return on investment so I am skeptical that anyone will ever end up rebuilding Gaza. Especially when Hamas is still in charge and vowing to launch another war (that would destroy your 70 billion dollars) as soon as they're able.
