The whole concept is wrong.
Having witnessed the US take Afghanistan and Iraq, Iran responded by reorganising the country to be resistant to a simple attack. The IRGC's power structure is decentralised, meaning that even if the US took Tehran tomorrow, much of the rest of the country would simply ignore whatever figurehead they put in Tehran and continue to do their own thing.
On top of that, it's a large country with a lot of mountainous territory.
