Because the IRGC needed time to sell off and move its financial portfolio before sanctions come into place. People will try and tell you it’s complicated and they have to follow the process, whilst completely ignoring the fact we had hard intelligence proving the IRGC were planning terror attacks inside the UK years ago.

It’s a means to an end.  Once they ban it, then can do a lot more. Including preventing people from showing support.

I doubt Iran is going to take any notice as, as far as I know, the IRGC is not based in the UK.

IRGC bases in the UK, definitely not. But there's been lots of ties to IRGC officials and high-ranking members of government buying luxury properties in the UK, using money they've arguably stolen from the Iranian people, and tried to hide through shell companies.
