Blowing up lawnmowers in the sky with high cost missiles is something Ukraine learned not to do and all the ideas they have tried they know which ones work with limited resources. I'm a guess even the richest people in the world don't want to see their wealth pissed away. Actually maybe them even more than anyone else. At 1 billion a day for the US to keep going that is only like a couple a bucks a day per person (I am bad at back of the envelope math though so do your own check). 3$ a day wouldn't kill me, it'd suck a bit for most people but wouldn't kill them. But your second tier billionaires in the US would be pretty pissy at spending a billion a day on something stupid. And as far as I am aware the gulf states tend to not have much in the way of taxes so the costs are maybe covered by the top guys almost personally.
