Something happened this year that has increased direct Ukrainian hits on key Russian targets by an exponential amount. I am suspecting Russian air defence has been systematically degraded.

It is, but it's one of the biggest refineries in the country, a couple of kilometers apart from the biggest oil sea ports in the country
