It has never been an officially recognized diagnoses. It has never been added to the DSM, it's purely a pop psychology term, not a real psychology term.

It was coined by a hostage negotiator with a psychology degree to explain why the (female) hostages weren't properly grateful after the police in Stockholm violently ended a hostage situation. The hostages broadly bonded with their captor and felt the police had needlessly escalated the situation under the directions of the negotiator. So he coined this syndrome to explain it away instead of taking responsibility.

The general dynamic of "pandering to an unreliable partner" does exist, however - appeasement or fawn responses are recognized psychological behaviors connected to abusive relationships. And I think that is meant here: Ingratiating/Submissive behavior towards an abusive entity, rather than genuine positive feelings towards it.
