Here's the thing: Everyone involved in the orders in any way shape or form is also committing the war crime. So it's no longer just the Commander in Chief. Everyone taking an action in any way should perform in this is also guilty of a war crime. As the Democrats noted, service members have a duty and responsibility to refuse illegal orders.

The orders must be illegal at the tactical level though. If you are ordered to fight in an illegal war(according to international law) but you are given lawful orders at the tactical level, I don't think it's refusable. Only if you have the rank of general or higher perhaps. If you are ordered to kill POW's or execute civilians then you should obviously refuse it. But the president never gives orders on that level of detail. The Iraq war in 2003 was illegal on the strategic level. But I'm pretty sure any soldier that refused to go would have still faced a punishment for it. And arguments related to the legality of the war as a whole(not more detailed instructions you personally got from your commander) would not be usable in court.

It is extra stupid considering that a large part of the population is actually opposed to the regime and they protested en masse for it. A lot of them even welcomed the initial strikes. But if he starts hitting civilian targets like this he will lose their support. Which would ironically strengthen the Iranian regime just a few months after they brutally crushed a mass uprising. The regime is probably celebrating this, because this will give them local legitimacy.

That said, of all the stupidity in this war, and the war crimes he’s threatened, it needs to be remembered that bridges are valid military targets. Now targeting a power plant or desalination plant? Obvious war crime that can’t be argued to have the same military utility a bridge has.

Here’s the scary part. You’re probably correct. Which then likely means some form of a civil war or breakup of the union. I fear for the post Trump years where we either have a populist who is liked by ~1/2 the country and hated by the other ~1/2 or a Biden like president where people just begrudgingly elect them and they’re unable to get us out of this mess. Either way a path back to being a global leader is not clear. The Trump presidency is a massive victory for China, you could also say it’s good for Russia but you can’t count out Europe there. The sad part for us is all China had to do was focus on domestic growth and Trump handed them the world. China didn’t have to drop a single bomb to become what they are right now; yes they’ve committed atrocities but are this atrocities any worse than the ones America has committed?

Irony: Iran actually has the means to regress the Middle East to the Middle Ages by bombing every desalination plant in the region. They can provide themselves from wells and rivers, but most of the other countries cannot, and if they include oil facilities and the bypass Saudi pipeline, they will be completely bankrupt. The UAE itself might end up becoming a failed state.
