That's not a question with a difficult answer. You can buy Russian oil if you want but not if you also like doing business with the US or their systems. Or... well it did work that way before the waivers. Are you saying who gives the US "the right" to do that? They have the right by virtue of being a desirable trade partner and the most powerful economy in the world. Incentives take care of the rest.
