It was a 10 day on civilian energy infrastructure, thry were going to hit fossil fuel power plants to knock the grid off. Its a valid wartime target. If your enemy is using that electricity to communicate with each other and build/manage weapons theyre using against you, you can attack them. For example of the steel foundry is making metal for missiles/launchers or if that factory is being powered by a plant that also powers a city.
